Security Council Committee: Al-Qouni Dagalo contributed to the atrocities committed against civilians in the siege and storming of El Fasher

The Security Council Committee established pursuant to Resolution 1591 (2005) concerning Sudan has approved the addition of four individuals to the UN sanctions list, including the brother of the Rapid Support Forces (RSF) militia commander (Algoney Daglo). These sanctions target individuals and entities accused of committing, participating in, assisting, or supporting the commission of criminal acts in Darfur under Chapter VII of the United Nations Charter.

The Committee approved the designation of the following:

1. Algoney Hamdan Daglo, Director of Procurement for the Rapid Support Forces. Nationality: Sudanese; holds a Kenyan passport and a national identity card from the United Arab Emirates, and resides in Dubai, United Arab Emirates. (Added to) the sanctions list and his name has been submitted to Interpol. 2. Álvaro Andrés Quijano Becerra, founder of the International Services Agency (A4SI). Colombian; holds an Italian passport and a Colombian one. – Ms. Claudia Viviana Oliveros Forero, owner and manager of the Services Agency. Nationality: Colombian; holds a Colombian passport. – Mateo Andrés Duque Botero. Colombian nationality; holds a Spanish passport and another Colombian one.

The Committee cited the reasons for imposing sanctions on each individual.

As for Algoney Hamdan Daglo, the Committee stated that he is listed on the sanctions list for engaging in acts and policies that threaten the peace, security, and stability of Darfur, as he is the Director of Procurement for the Rapid Support Forces (RSF) and the brother of Mohamed Hamdan “Hemedti” Daglo, the commander of the RSF. “Algoney has contributed to prolonging this war by leading the RSF’s efforts to procure weapons and military equipment,” the Committee added. “By arming the RSF, his actions have directly contributed to the ongoing siege imposed by these forces on the city of El Fasher in North Darfur, a city inhabited by approximately two million of the most vulnerable civilians, and to its operations in other regions of Sudan.” Algoney controls “Tradive General Trading,” a front company for the RSF, which imported vehicles into Sudan on its behalf.

As for the second individual, Álvaro Andrés Quijano Becerra, the Committee stated that he played a pivotal role in recruiting, bringing, and deploying Colombian military personnel in Sudan. Photographic and video evidence shows that these military personnel provide the RSF with tactical and technical expertise, serving as infantrymen and artillerymen, drone pilots, vehicle operators, and trainers; some even train children to fight within its ranks. The Colombian fighters have participated in numerous battles across various parts of Sudan, including the capital Khartoum, as well as Omdurman, Kordofan, and El Fasher.

Quijano, a former member of the Colombian Norte del Valle Cartel, is supported by a network of partners and companies specialized in recruiting fighters and facilitating the transfer of funds necessary for their deployment. Quijano co-founded an employment agency, the International Services Agency (A4SI), which serves as the primary recruitment center, running campaigns through its website, chat groups, and public meetings to fill vacancies, including drone operators, snipers, and translators. Between 350 and 380 Colombian fighters, mostly retired soldiers, were recruited through several private security companies, including A4SI.

The Committee stated that Ms. Claudia Viviana Oliveros Forero was added to the sanctions list on April 28, 2026, pursuant to paragraph 3 (c) of Resolution 1591, for her participation in acts or policies that threaten the peace, security, and stability of Darfur. She played a pivotal role in recruiting and deploying former Colombian military personnel in Sudan. Photographic and video evidence shows that these military personnel provide the RSF with tactical and technical expertise, serving as infantrymen and artillerymen, drone pilots, vehicle operators, and trainers; some even train children to fight within the ranks of the RSF.

She is the owner and manager of an employment agency, the International Services Agency (A4SI), which serves as the primary recruitment center, launching campaigns through its website, chat groups, and public meetings to fill vacancies, including drone operators, snipers, and translators. Between 350 and 380 Colombian fighters, mostly retired soldiers, were recruited through several private security companies, including A4SI.

As for Álvaro Andrés Quijano Becerra (SDi), he played a pivotal role in financing former Colombian military personnel in Sudan. He manages Main Global Corp, which oversees the management and distribution of funds for Global Staffing (now known as Talent Bridge) and the company that employs the Colombian military personnel, supported by US companies linked to Duque. This includes processing salary payments for the Colombian fighters and acting as a foreign exchange broker, converting Euros and Colombian Pesos into US Dollars. In 2024 and 2025, US companies linked to Duque made numerous financial transfers, amounting to millions of US Dollars, with companies such as “Main Global Corp”, “Global Staffing”, and the company that employed the Colombian fighters.

The Committee states that photographic and video evidence shows that these Colombian fighters provide the RSF with tactical and technical expertise, serving as infantrymen and artillerymen, drone pilots, vehicle operators, and trainers; some even train children to fight within the ranks of the RSF. The Committee confirmed the participation of the Colombian fighters in numerous battles across Sudan, including the capital Khartoum, as well as Omdurman, Kordofan, and El Fasher.

However, it is worth noting that despite the Committee linking these individuals to their residency, work, and ownership, and even holding identities belonging to the United Arab Emirates, the UN Committee turned a blind eye to condemning or mentioning the sponsor/incubator. Nonetheless, it kept the noose prepared by narrating the facts and leaving the door ajar.
